Actually it's not so bad. Homeland Security holds the titles for three days to investigate whether they're stolen or not.

A cottage industry has sprung up around the delay. The owner of a U-Haul franchise just south of Exit 48 (the last Watertown exit before the border) has built a very nice two-bay garage on the property and he charges $25. to store your vehicle for the three day delay. He'll also receive vehicles from shippers on the owner's behalf -- the real value of the service from most points of view, I'd think.

Homeland Security is doing this because they can. The people working at it seemed reasonably helpful, though.

I had a Canadian customs agent inform me just prior to entering the US. That the paper title for the tractor I was going to purchase had to be in their hands three working days. Prior to the tractor's crossing through Canadian customs into Canada. Ok maybe for a highway vehicle, but for a tractor? A title? A 3 day wait? Put an end to that sale in a hurry.

It used to be all you needed was a bill of sale from the seller. But with the new security deal that may have changed.

There is no title on ag equipment in the USA. Someone got their wires crossed, must be a different paper they need....

Now that you mention it, it does sound as though the CDN customs agent might have gotten his/her wires crossed a bit.

After I waited and waited for the email message with the inspection form to arrive from the Registrar of Imported Vehicles, it came by regular mail this morning. The Canadian Tire service manager completed the inspection in ten minutes, faxed the form back to the R.I.V., and that was that. So I booked the safety and emissions tests for 8:00 tomorrow.

What have I learned? The R.I.V. people may not pay attention to specific requests, but they mean well and want to help their clients out.
