Bled the injectors. Still wouldn't run.Puffed some black smoke with ether but still didn't run.Someone told me that it is possible that it could have a sticking rack. I took the plate off pump housing.When i moved the throttle lever a full stroke the rod only moved a tiny bit.Does anyone know how to fix this problem? Thanks for all your help!

Bled both areas on filter houseing and bled the injectors. The fuel pressure guage reads very low i cant get the pressure up. How do i increase fuel pressure????? THANKS!!!

The transfer pump is not a very high pressure unit to begin with (about 15 psi). Check your gauge against a know comparison. Quite common to have crud stuck in the relief valve at the pump inlet, also check seating of the valve when your in there. Other than checking suction line for restriction and the relief valve there is not much you can do. May be time for a pump rebuild. With clean filters they will start with as low as 5-7psi.

Your 6U7422 is a 1953 model (although some id lists vary)
Yes, you change all four filters at once. There are two bleed valves on the filter housing, one below the filter deck (facing out) and one above (knurled knob facing forward). You can save yourself a lot of cranking if you top off the filter housing with diesel while changing the filters before you close it up. Bleeding injector pump and/or injectors has already been covered.
The rack should travel it's full range with throttle fully open. Very common to have them stick on an infrequently used unit. With the cover off, squirt some WD40 or your favorite while manually moving the rack. You'll know when it is free. The throttle action is through spring loading so there is no direct mechanical connection.
Most of the Cat nuts hang out on the ACMOC (Antique Caterpillar Machinery Owners Club) bulletin board. You will have to register www.acmoc.org and screening for scammers takes a little time but it is free.

Also if you post here I think you would get better response under the crawler tractor section.

If you had it running before it ran out of fuel the racks not stuck. Just needs to be bled at the filter house and at the injectors. They are that little fitting in behind the lines on the injectors on the old tractors like 30's-50's. The bleeder will look the same on the filter house might just as well change the filters now too. If this is a real old D-4 like the 30's it will be a brass screen just wash it out and put back inthere is a drain on the bottom remove the plug and wash housing out also careful not to over tighten and damage the screens.
