1066 Fix for internal lift arm problem?

I've got a 1973 model 1066. On certain occasions, when backing up with my scraper blade on, if the blade hits the ground and rises over a hump, for instance, the internal lift arm shaft gets on top of the shaft that is attached to the lift arm control on the tractor. When this happens, I can't lower the scraper blade to the ground. I have to remove the piece of metal that the turnbuckle is attached to, and manually transposing the 2 internal shafts so that it is usable again. Has anyone tried to have a new piece machined to fix this problem? I believe this problem is inherrent on many of the IH tractors made in the style of the 1066 at that time.
I know this message is long, and difficult to read, but it's the only way I was able to describe the problem. Thanks for reading.

I don't know who did the modification on our 1456. They welded 5/8 flat washers on both sides of the upper control arm.
