The I-H tractors built at Doncaster, England have an inspection plate under the clutch housing. Remove it and you can undo the bolts holding the clutch cover to the flywheel, disconnect the clutch operating rod, slide the clutch cover & release bearing back along the splines and then free off the plate with a screwdriver, unless you are unlucky and have a siezed spigot bearing you should not have to split the tractor.

Heres a few thing you can try that may work. First block/tie the clutch pedal down when ever parked. Then leave it down and at this time tie it down for a day or so and see it it frees up. If not pull the starter and spray brake cleaner on and on the clutch disk with the pedal blocked down. If you can turn the engine over some as you are spraying it to get the brake cleaner on all parts of the clutch. Another thing you can do is start it up in a high gear or as high as you can and drive it around with the pedal down and it should pop free. But be sure you have a lot of room to drive it and there isn't people or things in the way that you can hit because it will not stop unless you turn it off. Stuck clutches are common on tractors because of the fact they sit at times off weeks and months at a time and rust will stick a clutch fast. BTDT more then once

Brake clean has worked well for me too. You could use or make a punch of sorts and tap the pressure plate to help loosen it. Had to do this twice on a Ford 7700 I got last fall. Using it on the round baler this summer hoping to get everything polished up. Better believe I'm going to wire the clutch pedal down this winter when I park it.

clutch shaft splines could be sticking onto the clutch disk. This can be from rust or twisted splines.

If there is no access plate to see what's going on, split the tractor.

Andrew - when that happened to mine, I ended up splitting the tractor. A new clutch disk and pressure plate and it has been fine.
I read somewhere that some of those clutch faces and to much metal in them and will rust "stick" to the flywheel.
