Put a little shot of carb cleaner in screw hole and leave long as possible, then a little compressed air. Works sometimes. Worth a try.

That problem is caused by a clogged up air vent in the carb. The float bowl has a vent in it and when clogged they will run with the main jet out but not run when its in. Its not really running out of gas but causeing a vacuum in the float bowl so then it can't pull the gas into the engine as it should. Only fix for that is to rebuild the carb
