Make sure that the fastener that holds the rocker arm is good, I almost did an engine overhaul on an old pickup a few years ago becuase the nut on the rocker arm came loose and the cylinder didn't have any compression. The older gentleman told me that it was either a blown head gasket or a burned valve and needed either an overhaul or complete rebuild. I did some checking and found something simular to what you have here. Fixed the problem (and a few others the pickup had) and the customer thought I was the wizard of the GM engine and the 60's thru early 80's GM cars and pickups.

The rocker arm on the right is off the valve. The valve is probably the intake, and stuck from setting. When you tried to start it you bent the pushrod allowing the rocker arm to unseat.

Free up the valve, replace the push rod, and set the valve lash to spec.
