wilman has answered your question correctly and described the operation right. The "Hand Clutch" determined if the PTO would run constantly whether moving or not and the same applies to the Hydraulics.If tractor is moving and you did not want to stop the PTO you would disengage the Hand clutch to stop foward or reverse movement of the Tractor while allowing the PTO operated Implement to still run.Same applies to Hydraulics.There now you know ,hope this helps.John

Define your meaning of "live".

If by "live" you mean pushing the foot clutch in to shift gears and having the pto and hydralics still work, no, they did not.

If you mean "live" by being able to stop forward or reverse travel and still have the pto and hydralics work, yes they did by using the hand clutch.

It would have been difficult, if not impossible, to get one without live PTO and hydraulics.
