I bought a new sediment bowl and along with it came a different looking brass fitting (5/16). It looks like a standard compression fitting, but it has a thin ferrell looking thing attached to the fitting. Is this thing made to break off when you apply pressure? Mine broke off inside the sediment fixture. Suppose to?

It is a compression fitting that is made to shear off when it is tightened the first time.

Slide the nut over the fuel line. Insert the fuel line fully into the sediment fixture. Tighten the nut. As the nut is tightened the end will break off and be crimped on to the line.

Yes; the ferrule breaks off of the nut the first time the nut is tightened.

Is this ferrel thin and straight till it gets to the end and flairs out slightly?? If so it's a fitting made for plastic compound lines..The sleeve is supposed to keep the plastic line from crushing when you overtighten the fitting..They are used all the time on truck air brake nylon lines..
