If the cable was frozen up with rust where it connects to the operating lever pin on the valve linkage, chances are it broke the cable end.Its a very common problem. Remove the cowling under the seat on the right side to get to the cable.

The push pull cable that runs from the console to the three point valve is prone to rusting fast. I know several years ago when I was shopping for 3020/4020, that cable was rusted fast on most of the 3020 as if they'd been used for draw behind and PTO power a lot more than three point implements. Two years ago my 4020 cable froze up in the spring. There's no solution but replacing the cable, Deere stores tend to keep them in stock.

What version, hydraulically, is it. Controls on left dash or right elbow console?

Did it work before for the previous owner?

Main clutch has to be engaged, foot off, to allow transmission pump to supply oil to reservoir near radiator for main hydraulic pump. Then lift should work a few times with clutch dis-engaged.

Does power steering work? Do you have pressure at outlets, if equipped?
