Hello! I used to work for Cummins in Saint Paul, MN as a Field Service generator technician. The NH is an older engine, and if I remember correctly...the water pump belt is tightened by rotating an eccentric/cam. There is a gasket ring around the pump, where it mates to the block. You will have to loosen the pump mounting bolts, then take a prybar and rotate the pump in its housing. Initially, you may have to knock the pump loose with a punch and a hammer. The problem is that once you do this...you will have a coolant leak. To do it "right"...you might have to drain the cooling system and install a new water pump gasket. It is not a fun job. Hopefully, you can rotate the pump without damaging the gasket. Then just tightem the mounting bolts. My suggestion is to try adjusting it first. If it leaks, then you will have to tear into it. By the way...what is this engine installed in? Not too many of them around anymore: they were a good, solid engine in their day. Best wishes!
