Want to put rubber tread on steel wheels (cut tires) whats the best way?

Am planing to do the same on manure spreader that belongs to Amish friend, Now they are allowed to do that for road travel. I plan to use the sazall and bolt the tread to rim with bolts with a large flat washer under the head with the nuts on inside of rim. But first I have to replace all the rotted away wood and some rusted out steel from the frame, also have to replace the rear axle that is wore out. Just need the time to get it done.

Use a sawzall with a knife blade and a helper
with a spray bottel of lub works good.

Get some old tires and a sawzall and work at it...there's really no other way
