Call a Lawyer in your area and ask about a Judge issued title.

I think most states are a variation of the same procedure- apply for a lost title, they do a VIN computer check, issue a provisional title for a period of time (3 years in Washington), and if no one comes forward to claim the vehicle in that time period, you get a good title. You're pretty much stuck with the rig during the provisional period, of course- no one wants to buy a pig in a poke. Just go to whatever agency issues vehicle licenses in your state.

It can vary from state to state. Ask your local tote the note car dealer, they will know. Or go to the tax office and ask, they will probably even include the forms needed. It will cost you some money, and plenty of time while they research the history of the vehicle. If you have any suspicions something may be fishy in the deal (your buying a car with no title etc.), I wouldn't waste the time and money. If you know the history of the vehicle and feel confident they will re-issue a new title then go for it.

Michigan has a TR-54 form and certificate. You fill out a piece of paperwork, get the police to do a safety inspection(they also check the vehicle history for possible use in crimes or leins against the vehicle) and the inspecting officer signs when finished. You can then go apply for a lost title.

I did this with a car I brought back from Oklahoma and didn't get the title for.

I had a friend that ran a tow and storage lot. He used to do it. Some thing easy, but had to go through court. Ask any tow truck operator.
