Re 1958 641 Ford tractor. The control arm that lifts the bushhog is stuck. What should I be looking for to fix it?

Would be much obliged if anyone can help me.

The hand lever you move is stuck, or the arm on the back of the tractor that lifts the hog is stuck?

Is it stuck all the way up, all the way down, or in between?

The hand lever is stuck in all ranges. I have removed the nut on the control lever, sprayed in WD-40, then tapped with a hammer to move the lever a quarter inch at a time until I get the bushhog raised. After about 30 minutes, using both hands, I can move it up and down.
