Picked up an old 10-20 on e-bay last Fall. Paid $660 and figured it was stuck. But low and behold, towed her and she started up after a couple times around the yard. Two questions: 1.The small gas tank is rusted out, but the bigger kerosene one is in good shape.Should I just run off of kerosene, or should I use gas in the kerosene tank. 2. It runs pretty good in first gear, but spits fire and pops occasionally. Is this a magneto adjustment problem?

1.By all means run it on kerosene, but you would need another tank. You could just run it on gas from the kero tank.
2. There are several reasons it might do that. The magneto might not be at the top of my priorities depending on fuel, mechanical and electrical integrity.

If all you did was fuel, and tow it to get it running, then a good check over, of all the machine, would be top of my priorities.

We had one when I was a kid and there was a baffle that had to be turned in the manifold for gas or kero. We ran ours on gas, seems the starting and stopping on gas would be a pain. I think the new kero is different too. There also was a difference in plugs. If you check the plugs should tell you how it was running, but it was casted in the manifold too. On the manifold may have been hot or cold, which ever read right side up. Hot was for kero. We used ours over 50 yrs ago for belt work at the end. The other tractors were easier to steer and then there was that clutch. lol
