Tire width adjusment

I've got a case 1070, I want to take the tires down as narrow as they'll go (theyre set to 38" rows now) The rear ones are giving me a heck of a time though.The hubs are seized/rusted to the axle. Now it's got a torque hub on the main rim there to free up the wheel, using lug bolts to tighten and push the hub off the axle but it didnt seem to budge it. Any suggestions?

Don't know if you have the room to do this and a place on that tractor to back it up but what I have done before to move a hub/wheel was loosen up the bolts and then take a sessors jack and place it in such a way as to push on the hub/wheel and also shack it at the same time.
