Postal charges from county to country ???

I've often wondered just what happens to the money involved when you ship something by government mail from one country to the other. Say for example that I ship a tractor part from here in Alberta across the line to my friend in California via Canada Post (and US Postal Services). So I pay say $20 up here for the shipment and Canada Post gets that money. It ends up in California (by air or rail or however it goes). It is eventually delivered by US Postal Services to my friend's doorstep. Now, is there any agreement between the two countries as far as dividing up the $20 or do you think that each country just keeps the original fee? A shipment from just this side of the border that ends up in Texas is mostly transported in the states but would the Canadian Postal Service get all the money since it was sent from here? Always wondered about that, even for letters, etc.
