I want to rebuild the govenor on my Farmall H 1952 tractor, I havent taken it apart yet. any tips as how to start and end up with least amount of $ spent.

Most likely the bearings will be the most expensive part, but you probably don't need new bearings. The governor spring is usually what causes problems, so you will need a new spring. Also, the holes that the spring hooks into get worn and egged out. You can weld the holes shut, and the drill them out to the proper size, or find a shop that will make some bushings for you and put bushings into those worn out holes. There is very little else that causes problems, just clean everything real good and make sure everything moves nice and free and easy and you should be good to go.
