Honda 3813 won't stop

My Honda 3813 lawn tractor ran fine when I put it away in the fall. It still starts and runs well but won't shut off, either with the key or with the seat safety switch while the machine is in gear. I have inspected the switch and a continuity tester seems to show correct operation. The lights and alarms work as they should and shut off with the switch. A test light shows a good ground from the switch and the engine and chassis appear grounded as well. I pulled and checked the control relay which passed its test according to the service manual. Any suggestions for troubleshooting this problem would be appreciated.

If everything works as it should up to the engine, then i would suspect the wire to the coil may be damaged after it enters the engine shrouds. Mice like to build homes under the engine covers, near the flywheel and ignition coils in the fall and winter. While they are living in there, they chew on the wires.

It WAS a @#&%@ mouse! or, more likely, a mouse family. When I got the shroud off, there was so much fur, bits of string and seeds packed in around the flywheel, camshaft pulley, water pump and coil that it is a miracle that it ran at all. And the little buggers had gnawed right through the gound wire. I have no idea how they got in, since the shroud is pretty tight, but I'll have to find a way to keep them out in the future.

That was also suggested by a guy at the shop. That shroud looks like a bear to get off, so I'm trying everything else first. I also couldn't find an opening that looked big enough to me for even a mouse, but I know they can get in almost anywhere.
