I have just noticed today that my block is seeping coolant through a crack in the side. I have just had new sleeves,pistons,rod bearings, main bearing and all new gaskets put into the engine. The tractor starts hard, I have to use the preheater to start it. Anyhow is this normal to find a hairline crack in the block. I paid for this motor and had it rebuilt because my other motor was shot. Also should it start hard? Its a diesel. Once it warms up, there is no smoke.

No it is not normal to have a leak in the block. If you are not going to use it a lot clean the area up and cover it with some JB weld. Try changing the timing and see if that will help your starting problem.
