Oliver Power, my apologies; as usual, had my mouth in high and my brain in low--another post here re" an Oliver 77 overheating has a reply saying Manual sez must have thermostat in for proper circulation in those engines. (At least I has sense enough to leave myself a back door out re" Oliver idiosyncrasies..). Oh, well ...

Oliver Power: I'm a bit confused by your thermostat post...if running without thermostat means block is running hot, 90% of the old cars/trucks in AZ, NM would've burned up (the first thing we did with running too warm was pull the thermostat, and a lot of 'em didn't have one when we looked)...of course, I'm not familiar with Oliver, in case it's an Oliver or tractor idiosyncrasy...feel free to email direct if you'd rather not expose some part of my stupidity publicly, or clutter the forum, but I am curious.

Also have your cap checled. It should be a 4 psi cap. Also look at the water pump pulley. See if the belt is running on the bottom of the pulley. If it has the original pulley it well maybe and it should not be doing this. You did not say if the tractor was gas or diesel.

Had the same problem with one of my 77s a few years back. Found the cooling system was clogged up. I flushed it out with vinagar and it hasn't got hot since. It also doesn't have a thermostat in the system.

The thermostat needs to be installed. Without thermostat , coolant will bypass the engine , circulating through waterpump and radiator only. Your gage probably reads hot , even if the radiator doesn't boil over. Not saying the head isn't cracked. Thermostat does need to be installed.
