In addition to checking the float level, also check to make sure the float doesn't have a tiny hole that is allowing it to fill with fuel and sink.

CThere's nothing wrong with your tractor! Check the float setting on your carburetor. If fuel is running out the air horn, your float valve is open. Either the float level needs adjusting or something is holding the float valve from closing.

More info would help to help you. What brand/model tractor do you have. Carbs and distutor/mags are differant depending on what brand of tractor you have

It appears that you have an updraft system and your carb. is way to rich and the unused gas is running back down the intake and out the carb. Most carbs. have an air adjustment screw and a mixture adjust screw that allows more gas into the intake. The mixture screw has the large knob. Try turning both screws in and backing them out about 1 and 1/8 turns. That could be a good place to start.

My opinion is the carburator is still not right. If fuel runs out the air cleaner it"s the needle ot float. probably the same causing the black smoke if not the adjustment.
Can"t help on the timing.
