O/T '97 Dodge turbo question

Looking from the front of the truck, there's a 90 degree elbow in the turbo housing, about 2" below the big inlet tube from the air cleaner. This elbow has a plastic hose on it, and is dangling down next to the frame rail. There's a 5/16 bolt in it with a hose clamp on it. To my simplistic eye, this wouldn't seem follow OEM design. What's this line for? Is it a vent of some sort?

P.S. This is an intercooled model, if that makes any difference on the plumbing characteristics.

If I understand you right it is connected to the outlet or pressure side of the turbo houseing.If this is the case I would say someone had a boost guage hooked their or some one dis connected the waste gate hose.If it went to the waste gate module and unhooked this makes your turbo set to make full boost at higher rpm probably not good.

Someone has bypassed the wastegate so the turbo will build more booste it hooks up to the diaphram that has a rod going to the valve , i bypassed mine the only thing i have noticed is that i have lost a littel botom end under a hard pull now i don't have any fancy gauges on mine so i can not say how much more top end boost it picked up . By passed the wastegate on the big truck and gained 5 lbs but here again lost the bottm end of around 200 RPM had to keep it above 1500 befor it would pull down and hold 1300 .
