Here in Iowa and Nebraska their was a system of irragation for crops called a tow line system where you had to move the pipes to the next set.They would take a tractor and put it on stilts like a high crop to clear the growing crops like corn or milo and pull the pipes down the rows.Some just put taller tires to get the heigth needed.The AC tractors worked the best because of their drop axles and useing taller tires.

They may be refering to the fact that the tractor was set up to pull irrigation towline.
It may have been modified to give it extra clearance, such as taller tires, a different drawbar and a winch.

Itchy,

They drug the old tractor out of the weeds.

It doesn't run, so they are telling you it has to be either towed away or winched on a trailer to move it.
