Roosa Master pump, correct?

Have you very carefully and slowly rotated the pump while looking for a mark on the washer-looking thing that you will observe rotating right next to the stationary mark on the cam ring?

The washer-looking thing is part of the governor.

If there is absolutely no mark on the rotating part, someone may have replaced the governor without marking the ring.

There is a special procedure that should be followed at the pump shop, to identify where the mark should be, and then they would engrave it there. If this step was not done, they pump should be taken to a pump shop, and checked out.

Unfortunately, likely this will take some significant $$$ at most pump shops.

(There are diesel timing lights on the market that are triggered by a piezo-electric element clamped to the #1 injector line. The position on the line where the sensing clamp is located affects exactly where the timing light "fires", so without specific information for this tractor, or another to compare it to, the timing indicated would not necessarily accurate.)
