Im trying to set the valves on a 34 CC Case. I ran the #1 cyl up on comp stroke and set both valves, turned crank 1/2 way and set #3, turned crank 1/2 and set #4 then ran crank 1/2 way and set #2. Whenever it stops I got 6 valves up, 1 down and one partially down. Does the crankshaft ends stop up and down, oir side to side when the tractor stops? Is 1 rev on the hand crank the same ans one rerv of the crankshaft? Than ks ahead of time.

The crankshaft will stop at several places at ramdom, depending upon which cylinder is coming up on compression. Likely, but not certainly, the crank throws will be side to side where it stops.

The camshaft turns 1/2 crankshaft speed, in the opposite direction.

In general, you have it right... start by setting the valves on #1, when it is at TDC, then turn the CRANKSHAFT 1/2 turn CW, and set the valves on the next cylinder in firing order, then turn it another 1/2 turn and set the next cylinder in firing order, then repeat twice more to set the last 2 cylinders.
