1947M with idle trouble

I have a 1947 M that can't seem to idle. It races then slows then races, etc, kind of like it's fighting the gov. It's a rebuilt carb, doesn't feel bound up at the throttle plate, etc. Any ideas? Also, its a bear to start. Usually gas comes pouring out the carb even with little to no choke. Maybe a bad rebuild? Could use some advice.

Did you insure that the governor rod was properly lined up in the notch on the carb?

If you pull the cover off the side of the govener you will find that your gov. spring is sloppy in the holes of the arms , there is suppose to be bushing in the arms and the spring should fit snug not to the point of binding in the holes but no slop and also you may find that the shaft that hooks to the carb is woren and fits the throttel shaft sloppy and also the govener is out of adjustment.

the linkage actually opens then snaps shuts repeatedly. If idle is too low she"ll just power down and stall, even under no load.
