IH 140 Splutters Surges

I have an IH 140 with a Zenith Carb.

It starts easily and runs good until put under a load whereupon it splutters pops thru the exhaust and loses power. Pushing in the clutch allows engine to stabilize and may run good for a period and then, when load applied, goes thru the same cycle of splutters.

My feeling is it is running too lean and governor opens engine misses causing the governer to react which causes further missing.

Any idea how to correct this and I reaching the correct diagnosis?

Sounds like a good diagnosis to me. Having run a Super-A for years, first thought is mesh screen at top of fuel-strainer glass bowl (under tank) may be clogged, or worse, possibly "crud" in the tank has partly blocked the inlet to fuel strainer itself. (Don't forget to turn off the gas valve before fuel strainer bowl removal - with thumbscrew). There's also another mesh strainer inside the elbow fitting which connects the gas line into the carb. I believe the SA and 140 are mostly alike.
