If it runs great hot and the choke has no effect and won't start cold, it's sounds like a vacuum leak. Maybe between the carb and manifold or manifold and head or possibly a cracked intake manifold where the crack opens wider when cold.

I have a Cub Manual for sale on the YT photo ads that will take you through it and find the problem.

Any choke should kill the engine or come close to it. If choke can't flood the engine; the choke is not sealing or you have air leak around it. Or, the hole of the float valve is too small, or the float valve doesn't drop far enough to open it up all the way. Does it get enough gas to run at full power, like uphill? If not, look for restriction in gas flow.

If it "runs great" would indicat that the jet is correct. Something is stoping it from "gulping in" larger quantuties when you choke.
