I have a white 2-135 and I was wondering should I not be able to retract the hydralic cylinder without having the engine running and if so what is the problem that I can't

Richard; The 2 135 has a closed hydralic system. Your flow rate is 22 while many have 10 and up. Of course some are higher. If you shut your engine off and "open" your valve should the cylinder retract? I am pretty sure that on "most" closed systems they would not. An open system would be more likely to. Someone with more knowledge in Hydralics and Whites have an answer??

I don't undestand your question completely. If you are saying that you raise with a cylinder then shut your tractor off and it will not come down. Your hydraulics probably have check valves. Which require up to 800 psi for fluid to pass through them.
