I suppose so. We used to pull a 50hp & 60hp Case with a F-20 easy enough. The trick is getting it out of the rut it has sat in since the last fireing. Wrap a rope around the flywheel to the tow tractor drawbar to move it initially. As the the rope is pulled it will rotate the flywheel (clutch engaged on the steemer) and walk the heavy old girl out of its resting place.

Well in this case it was a yes, no, and sort of. The WC would only spin its tires till we had a Ford start pushing from the back and then it started to move it. They had just filled the water tank on it also which made it harder to move.
