In case anyone cares... the deal on 2000 Silverado (1500 anyway) parking brakes is that they are definitely NOT adjustable through the back plate. Most likely the older Silverado models were different in this respect. The only way to adjust those suckers is to take off the caliper and disk and rotate the parking brake star wheel, put the disk back on and check for drag versus proper holding action. No big deal, but true. How do I know this? I just got done doing it.

Some have a knock out hole on the front of the brake drum.

In the original thread, someone mentioned a problem with rotor scaling. I'm definitely seeing this, especially on the front rotors. Darndest thing..I've never seen it before. It's like half the pad is working and the other half is being ground away by the scaling on the rotor. Whoever mentioned it, thanks. I'm thinking I might try having the rotors turned and see what happens.

I found the same thing on my Explorer. I wouldn't bother turning the rotors as it is difficult to find a shop who can do a decent job of it anymore. They are cheap enough to just buy new. I bought upgraded rotors along with new Raybestous ceramic pads from www.rockauto.com

Oh darn! But Fords aren't much better. I did adjust mine once but now they are completly gone and I can't park to open a gate without shutting the engine off. Too many times driving off with the parking brake still set.

Have you cleaned and examined those backing plates carefully ? I wonder if it could be a deal like the GM drum brakes of the 70's-80's. They had the adjuster hole stamped, but not quite broken loose from the backing plate. If you needed to adjust the star wheel manually, you had to take a hammer and drift punch to the partially sheared metal plug and knock it out of the backing plate. After you were done, you were supposed to buy rubber/plastic plugs to insert in the holes.

Jon,
Nope, trust me on this. There's no way to get in through the back plate. The clip that holds the star wheel adjustment is smack dab between the star wheel and the back plate where you would normally find an acess hole. Would not have believed it myself until I saw it.

There isn't much lining on those. If they were worn so badly you couldn't tighten them up by adjusting the cable it seems likely they should have been replaced.

Bob,
You're absolutely right...not much lining, and I did replace the parking brake shoes. Which fortunately came with instructions! The originals lasted 125,000 miles, so I can't complain much.
