I have a 1963 John Deere 3020 diesel that smokes white smoke at idle and low RPM. It hurts your eyes when wind blows it in them, real rich in fumes.Are my injectors in need of cleaning,or is there something else?

its called eletralosis, your cylinder sleeve is eroding away and letting coolant in the combustion chamber after way your tractor will throw steam like locamotive out the exhaust and breather.

Did it start all at once or has it been gradually getting worse? Much blowby? I am leaning toward a worn out engine, but there is more to look at before tearing it down.

Don,

Something is sure wrong. White smoke in a diesel almost always points at unburnt fuel.

'Spose the old compression is sufferin' a little?

Did the tractor just recently start doing this or is it a long time problem? Do you have the pencil style injection nozzles or the big ones?How long has it been since the injection pump was last rebuilt? Answers to these questions and the one about the coolant level should narrow the possibilities down a bit.
