There are splines on the PTO shaft that pass through the hydraulic pump, and drive it. If the PTO has even been abused... by heavy use on a rotary cutter, for example, sometimes the splines get twisted and will not pass through the hydraulic pump. Getting too rough may wreck the hydraulic pump.

You can take off the three-point lift cover and look down at the pump. If twisted splines are the problem, people cut off the PTO shaft on either side of the pump with a Sawzall or a smoke wrench, pull the remains of the PTO shaft out the back, and then drop the hydraulic pump to get the remaining piece out.

You MAY have a twist in the shaft and it is hanging up in the pump. Post on the 9N,2N,8N board and they will be able to help.
