To get one 'correct' you are going to have to have a dyno and adjust the load adjustment until maximum HP is obtained.Good way to set the mag. too. If you go to far either way lean or rich it will show up with a loss of HP.

Short of having a dyno you are going to have to have some way to load the engine to set the load needle, plowing, driving up a big hill ? You will have to keep getting on and off and adjusting the needle a little at a time.If under load it sputters and spits open it up some if it blows black smoke close it down until you can make it sputter than open it up until it doesn't. On the idle needle with it at slow idle usually around 500 rpm (these really were not made to idle to count the fan blades )turn the needle in until where it almost won't idle than open it up 1/4 to 1/2 turn more usually does it. If moveing the needles doesn't make any differance (you can't make it die "lean" or smoke black "rich")then you have carb. troubles.
