Case Engine surging

I have a Case 1845 skidsteer powered by a Case 159 gas 4 cyl. The problem is, the engine almost constantly surges while being reved. The carburetor has been replaced, the engine was rebuilt in which the govener was inspected, the govener springs were replaced. Any ideas???

Try this.With the throttle wide open and the govenor wide open, set the govenor rod to where it is a half a hole short of a slip fit.Not familiar with your engine but that is the proceedure on setting the govenor rod on most gas engines.
