I have a 1650 gas and yes the motor has to be running to let the loader down.

I'd say your problem is the cylinder you didn't rebuild, the way cylinders are plumb if one is weak it will effect the other cylinder. Rebuild the cylinder that wasn't done and I bet your problem will go bye bye. Good rule is if you rebuild one do both your money ahead and less likely to have problems.

Empty or loaded bucket? It could be the seals on your bucket cylinders are leaking or there could be a problem with that section of the control valve. All control valves need to have a small amount of leakage to operate(lubrication). You could undo the pressure line to the bucket cylinders and install a pressure gauge and deadhead the circuit. See if the pressure drops,If it drops rather quickly the problem is in the valve or you could purchase a shut off and place it in the circuit, shut it off and see if the bucket settles. If it does your cylinders need attention. Questions?

I just rebuilt one of the cylinders.Does there have to be an actual leak at a cylinder for this problem?I do have a slow drip at one of the quick couplers in the back of tractor could this be traced to the problem? Also this is an Oliver so I believe the valves you speak of are built right into the tractor.I wonder where this comes into play?
Thanks Stan

Now you bring up a new can or worms. Yes a leaking coupler will do it. Also what model Oliver? All Oliver hydraulic valves have the check valves built into the hydraulic valves.
Now with that being said can you let the bucket down with the engine shut off? You can have a leak there but I need more information as what model tractor you have.

Just shut the tractor off with the bucket in the air; unhook the hoses from the tractor; if the bucket moves, you've got a internal cylinder leak..... .packing/seal/o-ring on the ram. If it only moves with the hoses connected, it's probably leaking through the hydraulic valve on the tractor. Depending on how bad the (external) leak is at the coupler, that could be your problem.
