I wouldn't go any more than a 14" rim for a 13.6 tire. A wider rim pulls better, but you need to stay within an inch of the tire width.

I pull with 16.9x38 tires on 16" rims. Stepping up from 14" rims made a big difference. Once you make the change, all bets are off concerning what you knew about tire pressure for certain tracks. It took me 3 months to get dialed in again.

Your post says "Are these rims to(too) wide for 15.5-38" then you go on to say you want to mount 13.6 tires on the rims. Is one of these a typo? For 15.5 tires a 15" rim will be perfect.

38" tall rims on a WD Allis? I haven't seen that before- that would set the rear end up high with the outer gear drives.

you must not go to many pulls if you have never seen 38s on a wd some pull off the planatarys and some flip the rear ends and some turn the planatarys up

Interesting- no, I've never seen the old Allis tractors with 38" rims, not even at antique pulls. If the outer planetaries were eliminated the axle speed would be fast, torque light and even worse with taller tires? I could see it being possible to turn the plantaries upside down but haven't seen that done either- will look for those kinds of set ups.

Seth: Every farm tractor tire stamped on the side with proper rim size. That rim size indicates the ideal size to give very best traction with that tire. Keep in mind that recomendation is for on farm pulling in relatively loose soil. When I say loose, it is loose compared to a hard road or track.

I can see where your coming from on tractor pulling, a wider rim would create a flatter tire face surface, for pulling on hard track. As one of the others said 13.6 was designed for 12" rim. I could see going 13" rim maybe 14", but not 15". You think about it, that 15" rim was designed for 16.9 tire.

I remember once in the early days of tractor pulling, two guys with 966 Farmalls. Both tractors had come new with 18.4x38 tires. One guy decided he was going to outsmart the other guy by installing a set of 20.8x38 on same rims. He just made a fool of himself, the guy with the 18.4 out pulled him by 50'. The 20.8 tires really never gave up, just the vibration was so bad he had to stop. I watched these two pull, and couldn't believe what I was seeing. I had never seen a tractor do anything like that before. I had also seen these two guys and tractors pull when they both had 18.4. To be truthful the guy who stayed with 18.4 was just a bit better operator than the other guy and nothing was going to change that.

Depends on ply of tire 6-8 8 ply has a stronger sidewall less tire pressure. 18.4-38 on 20" rims 20.8 on 22"or 24". I know these tires size do not fit your needs but this is done all the time . Pressure depends on track, wheelspeed, and weight class you can usually run less air pressure . Use good heavy tubes and play with tire pressure.

My tire man tells me that it is not safe to put a tire on a rim that is wider than the tire.

Goodyear Farm Tire Handbook says 13.6-38 should be on 11 or 12 inch wide rims. 15.5-38 are supposed to be on 14 inch rims.
