When buying a used tractor privately, how does one go about checking if the seller has any liens or debts against it?

There's no single answer- best bet is to talk to your county registrar/ recorder and ask how personal property liens are handled in your state. In Washington, for instance, everything is at Secretary of State's office, and county has nothing regarding such liens.

Since they don't have titles how could they have a lien on them ? It would have to be a personal loan against someone wouldn't it ? The bank would have to have some kind of document to hold like a title or morgage for collateral.

That depends on your state or locallity. Here, leins are recorded with the County Court Clerk except for titled vehicles. A title can be searched online for those by the clerk. All other searches require an attorney to do the search. I've never had one checked on a tractor, just not done that I am aware of plus there is no way to search every possible county that it could have a lein against it in.

Don't all liens have to be filed in the purchaser's (guy with the lien on him) county of residence? I don't know - just asking.

Customarily they are for tangible property (here), real property is liened in the county where it is. People move, tractors get sold and the lein never cleared. Maybe multiple times. With 120 counties in a state the size of KY (our state was laid out where no county seat would be more than a 1/2 days ride by horse from any point in the county). Between my dad and I we farm in 6 different counties and have legal addresses in 4 of them. With two exceptions you can be at any farm in any of the counties in 30 mins or less. Can be at any farm we have in 2 hrs.

Lien holders are notorious for not removing liens even after they are cleared, and quite frankly, that sucks.

I'm not sure how it is there, but here a lien on equipment requires the purchasers signature, whereas a suppliers lien doesn't.

And here in ND there is a state-wide system connecting the county courthouses with a master filing system at the State Capitol.

You can go into any register of deeds office in the state, and have them search the Central Filing System (for a fee).

The trouble is, you need to search under all versions of the person's name, and even then pehaps something might be missed.
