Honda 3813 engine surging

I have a Honda 3813 engine that surges from lower to higher rpm no matter where the throttle is set. I have cleaned the carb and the govenor looks ok from the outside of the engine. Any thoughts? Thanks.

I have 1 and if you leave it outside or if mice have gotten into the magneto/area they sometime make nests in there and when you start it up the nesting stuff may cause timing belt to slip and then timing will go off.doesn"t matter whay you do to try to adj. it out,it just won"t run right.A honda mech .told me about this problem. If you look below battery at rear of engine down at bottom of rear cover you can,if you are looking in just the right place,see a black plastic cover (and inspection hole) if you see alot of grass and stuff in any of those small openings then ,chances are you had a visitor.
I was able to remove debris and reuse belt ( it was alittle loose)but after reseting timing marks it now runs like a top again .Hoipe this helps Jim

Haven't tackled tht particular Honda engine yet. however, I had a GX160 that nearly drove me crazy doing the same thing. I eventually learned that the carburetor main orfice unscrews and above that there is a tube or nozzle which they call the emulsion tube. It has a series of tiny holes which require cleaning and the only thing i found small enough to go into them was a wire out of a wire brush. There are also some tiny holes in the idle system, which Honda refers to as a pilot jet. They are also tiny, and they were under a black plastic plug which was beside the idle mixture screw. There was even a tiny almost microscopic hole in the plastic plug which was stopped up. Took more than just soaaking, the best way to work on it I found was under a magnifier with a light. It ran fine after I finally got it all unstopped.

I don't know that much about the 3813 Honda engine, but it sounds like you need to turn the main jet on the carb about 1/2 turn ccw.

I am only guessing but could it be the govener spring hooked in the wrong place? What happens if you hold the throttle in one position on the carb so it cant move, does the engine still surge?
