case 580 ck model 33 power shuttle problems

My cousin has a 580 ck loader-backhoe (about 1970) I thing the loader is a model 33, and the backhoe is a 33s. The engine is a diesel, with a converter power shuttle. The loader was working good, but he thought there was water in the converter oil. He drained the power shuttle oil, and filled it with new oil to the full line with out running it. The next day his son got on the backhoe, and resumed digging. It was about a day before he tried to move the backhoe with the transmission. Then he realized the backhoe would not move. My cousin called me, and told me their problem. I told him to add four more quarts of oil. He called me back, and said the backhoe still would not move. I loosened the front tube on the valve body that goes up front to the filter, and cooler. Only little air bubbles came out. We drained the oil again, and put 16 quarts in. It still only had small air bubbles at the front tube. Then we took both tubes off, and put oil in both ports in the valve body. Now at the front port, with the engine running, oil comes out with no air, but only a very small volume of oil. Not even enough oil to fill the tubes. The oil dose not smell burned, and the power shuttle isn’t making any noise. What are our possible problems? In the first chamber where the converter is located, is there supposed to be oil in there? Now there is a little oil coming out of the engine starter, do we have another problem? What type of oil should be in the converter, and power shuttle? Hope some one can help us!

The system has two common problem areas that you ought to check first. Pull the fuel tank off, and then pull the top housing off the converter. The top cover has the little coverter gear-pump and suction tube bolted to it. The woodruff key tends to shear on the pump drive-gear, and the suction tube has a tiny screen on it that tends to get plugged shut.
