Just finished overhauling a 1972 Ford4000. It has independent PTO and the problem I have is the brake that keeps the shaft from turning when disengaged does not seem to be working. I am able to stop the shaft by applying pressure to it with a length of 2x4.This tractor has not been run for 5 years. Might this problem correct itself with use? are there any options to fixing it short of splitting between trans&rearend? Thank you in advance for any advice you might be able to offer.

There should be a set screw type adjustment in the area of the lever. I cant remember if it is above or below the PTO lever. It should be an Allen srew with a lock nut.
