I'm baffled

In wanting to be a nice guy I offered to take the tank from my father-in-law's Ferguson, clean out the rust and treat it. I read many of these posts about the process, bought the Works and started to clean it. It was then I found out that this tank has baffles in it which isn't the worst thing, just harder to get the coating over the whole thing. My problem is that one of the baffles is loose and floating around inside. As I see it I have two options, hold it down while I coat the inside or remove it. What advice does the experience and knowledge from this group have to give me?

What are baffles and what do they do? And what are they used for?

my advice would be to get a new tank. I have a Ferguson 20 that was my dad's has a baffle floating in the tank. I suppose the experts would tell us that it could cause a spark and explosion. I'm hoping if it happens I'll be killed downright, outright and forthright and it won't be my problem anymore. I just keep the tank half full or better and drive it.
