What kind of mag is it ? Most all mags have somekind of an impulse coupling that is spring loaded so it turns the rotor fast during hand starting and then once started weights move a pawl out of the way so it doesn"t impulse anymore and this also changes the timing from starting to running. Almost sounds like yours isn"t impulsing/springing like it should.

The impulse trip spring in the drive end may be broke or the impulse just sticking. Pour some oil and penetrating fluid in the impulse end to loosen things up. What kind of mag is it?

My mag is an Eiseman j-4, my spelling is wrong.

My books show your Cat 22 originally using a Eisemann GV-4 mag. It's probably that or another GL or other G series. I may have some parts for that one yet but not much. See if you can get the impulse loosed up or if it is tripping at all then on wind up.
