The master cylinder on my trailer is all rusted up. Where can I get parts or a new one? No part #'s on it.

Try www.whitepost.com They rebuild all types of
master, slave, wheel cyls. and calipers. They
sleeve them with brass or stainless and warrant
them for life I believe. You can get a quote in
a day or so from their web page as well as other
details like shipping and turnaround time. Not
cheap, but another option.

try a company called rigid hitch, they have almost anything you need for trailers

I've found Champion to have most of the master cylinders and rebuild kits.

Call the trailer manufacturer with the model number of the trailer and they should be able to help.
Here"s another suggestion. A little more expensive but also better (I think). Surge brakes are just hydraulic brakes, why not replace the rusted master cylinder with a electric pump? These are available from most of the axle and brake manufacturers--I have one from Dexter. They are activated by a electric brake controller which means you do not have to worry about backing up. It also means you stop the lurching on a down grade. These pumps are smaller then a laptop computer and there are models to handle up to 3 axles.
What about the old master cylinder? Well once it is disconnceted it is just a coupler and you could just leave it, or you could cut it off and weld/bolt on a new coupler.
