On my diesel IH 656 how can I tell when the number one piston is at the top of its compression stroke

There are timing marks on the flywheel. Remove the cover on the side of the clutch housing. The marks will be hard to see, so it might be a good idea to get in there with some sandpaper or somthing and try to clean them up. Next, remove the valve cover, and turn the engine until cylinder #6 exhaust valve is closing and cylinder #6 intake valve is opening. Stop turning the engine when the pointer in the clutch housing lines up with the 0 on the flywheel. You are now at 0 degrees TDC on #1. Your injection pump may be timed a certain number of degrees before or after TDC, which is why it's a good idea to get a manual.

if you put your thumb over the sparkplug hole and turn the motor over slowly you should be able to tell.

You could remove a glowplug for the same effect, though, on this engine.

Both valves on #1 cylinder will be closed, and the timing pointer will point to TDC.
