I put a truck side marker light on,, still does not excite the regulator, light stays lit, put two bulbs, in parallel and series , does not excite regulator.if I use the toggle switch to momentarily excite it , it does charge, I am beginning to think this light bulb deal will not work.

The more durable solution is to use a 5 watt wirewound resistor of 25 ohms to about 50 ohms- any value in that range will work fine. IH used 25 ohms in their earliest use of the Delco alternators. Some of the alternator warning lights have the equivalent of about 54 ohms resistance. But I suspect that your particular system has some other problem that results in no-charge.
