pto stuck in the engaged position

OK, heres the problem on a New Holland TC400, a newer one, not sure of the year, my Dad turned off the tractor with the pto engaged, the tractor won't start with the pto engaged and the pto won't budge, I guess it's bound up somehow, but with these automatic transmissions and automatic everything else, how the heck do you free it up to start the dang thing? Any ideas will be appreciated, I already thought of selling Dad and having a mechanic work on the tractor, but I kind of like them both., Thanks in advance for any help or advice you may give.

If the not starting problem is due to a switch interlock can you just find the switch and jump it? Get tractor started and PTO will now disengage?

DON"T KNOW FOR SURE ON THIS ONE BUT ON MY SMALLER NEW HOLLAND THE PTO SAFETY SWITCH IS ON THE LEFT SIDE OF THE TRANS. SCREWED INTO THE CASE.YOU CAN TAKE THE WIRE CONNECTOR LOOSE AND PLUG THE TWO ENDS FRON THE WIRING HARNESS TOGETHER TO START IT.
BE SURE TO DISENGAGE THE CLUTCH BEFORE STARTING OR
DISCONNECT THE SHAFT TO THE IMPLEMENT.
