Hard to start FarmallB

I have to pull choke out and keep it all way out to keep tractor running. all parts electrical and fuel are new and carburator is rebuilt. Could this be bad vacume leak or a governor problem?

A completly plugged up air cleaner can do this too. Once had a LA that would only run at idle with choke out. Was a bird nest.

Vacuum leak or restricted fuel flow. Easy enough to test... with engine running at idle spray some carb/choke cleaner around the carb/manifold mating surface and then each of the intake posts at the head... any change in speed/sound means you have a leak.

Carb may be way too lean, tank not venting (gas cap), float level too low, etc.
