I have had this B for about 15 years and have started working on it for some mental relaxation. It has been painted, new tires, and assorted other small items. It starts up fine, but will not go beyond an idle. I can pull on the rod that comes from the governor to the carb to speed it up and I feel the governor surging, trying to pull back. What to do to repair? I have only an owners manual and admit my mechanical skills are limited. Thanks for any help and ideas.

The governor spring is probably broken. It is located inside the governor housing, and is still available from CNH.

If you remove the governor to overhaul it, be sure to set the engine to #1 tdc on the firing stroke before removing the mag or distributor, and note the position of the drive slot in the governor shaft before removing it.
