IH 350 utility stuck?

My 350 will not turn over. Checked starter, replaced battery and cables.Checked oil and it was over full. When I drained it I found it was thin and smelled like gas. where do I start? Ideas please. Jer

Maybe it's in gear?
Seems like you have two problems (at least).
Starting : have you checked that all the wires are connected, with low resistance connections and have the appropriate voltage at the appropriate times in the starting proceedure?
The oil level is not likely to affect the starter motor operation unless the level is well above the dipstick level. Could a cylinder be full of fuel? If so, DISCONNECT BATTERY, remove plugs and carefully clear obstruction (severe fire risk if any sparks are possible from spark plugs or starter motor or battery connections).
Btw why did you replace the battery and cables?
Thin oil: turn off your tank valve when left for long periods?
Is there a mechanical pump on it which has a leaking diaphragm?
Is the float valve sticking in the carb?
Is your tractor misfiring on one cylinder or more or running too rich and/or cold?
This should be enough for you to start with. Get back to us with what you find and we can go from there.

checked what I could. Know I have a carb problem. Gas pours out when I open shut off. Could be stuck float. When I turn on key selonid clicks in but engine will not turn over.I pulled plugs and jacked up rear wheels. Wheels will turn when out of gear. In gear wheels move but I can't see any piston movement. What next pull the pan?? Jer
